Fixed:
- Cart code now works in vab, wheels retract correctly and no more anchors visible
- No more exceptions on VAB

Added:
- ResourceTransfer beam now has a wide array of configurable options for beam material, size and colors
- Added an optional offset to resource transfer, if specificed the "beam" will start from part center + the specified offset
